recruitment of Chinese labour in
Hong Kong must lead to difficulties,
not only with the other parts of the

British Empire which are concerned, e.g.
Sarawak and Samoa, but also with foreign
overnments which are interested.

y decide to pursue must have reper-
cussions on the situation in China.
3. The S. of S. has decided, there-
fore, tha a Conference should be neld
to consider the question, and, in view of
the possible effects on foreign countries,
and particularly on China he would be glad
if a representative of the F.0. could attend.
